This is the story of the birth of a Town, and of the difficulties which attended and at times prevented, its birth. Thrice did the birth almost take place; thrice did the Town die unborn. Three times did its sponsors almost bring it into being; but half a century was to pass before a fourth group of sponsors was finally to succeed in officially incorporating the Town.
